It's impractical to use a child seiyuu when their voices are likely to change dramatically during puberty and they may lack the experience to do the job properly. Take Pokemon, for example, where Ash has been 10 years old for over 20 years. It should be easy to see why having a 10 year old as a VA wouldn't work.

They have a similar pitch range, but I don't really think adult women sound anything like real boys. Compare to Dash in The Incredibles, or Finn from Adventure Time, which actually were voiced by boys.

Actually, I would like to see more children voicing the young girl parts too.

Also, I think Japan overdoes the "females-as-males" thing. When Goku became an adult, Japan kept using the same female VA, which is why Japanese adult Goku sounds so weird.
